PROJECT PURPOSAL FOR THE CONSTRUCTION OF SCHOOL BUILDING IN SOUTH SUDAN (AFRICA)



PROJECT NAME:


Queen View High School


1:  Scope of the project proposal document:-


This project proposal is about the education center construction of which will be known as Queen View education center. Upon completion, it will have pre-primary education and Secondary education.


Secondary education will consist of the ordinary Level and Secondary Level.


The official language will be English, which will be used at all Levels.


As mentioned earlier, the scope of this project proposal will be to construct the education center within five years whereby pre-primary School and Secondary School will start simultaneously in one year while building construction will be progressing.


Ordinary Secondary School is planned to commence in year three and advance Level in year four.


The general goal of this School is to have a center that will offer education of High quality based on the South Sudan Ministry of education curriculum.


This center will provide accommodation to those who are coming from a distance area and also provide tea as well as lunch to those who stay at home.


2:-  PROJECT PROPOSAL OUTLINE:-

INSTITUTION NAME:-


The name of this project proposal is known as, Queen View education center.

Contact name and post for the progress of this project contact DR. Matoch Makur, senior who is the managing Director of this center.


The education center has its plan in the future to have branches in different regions depending on the availability of funds as it is in process of requesting grants from a non-profit organization.

This is because South Sudan has made progress in making education as practical and market-oriented as possible guided by the government policy of education for self-reliance.

The subject combination are tailored toward what is offered in tertiary and High Education.


3:-  PROJECT LOCATION:-


The project will be located at Rumbek, project building will be construed at Madol Akuc village which is situated five (5) kilometers from Rumbek Town and about one (1) kilometer from the Unmiss's road along.

The water table in the area is very high and the School administration may sink one or two Wells to supplement the School's water supply.



4:-  PROJECT AREA:-


The total area made available to Queen View education center is about eight (8) hectares and this will be used for the construction of buildings, basketball, netball court, football pitch, shot put, High jump, long green areas, and gardens.


The land is not a problem around the area and if the School will need more land it will have to apply for such land and at all to be allocated such land.



PROJECT SUMMARY:-

PROBLEM STATEMENT:


THe project is in line with non-profit organization efforts to establish as pre-primary School and Secondary School as possible so that many children can get quality basic education is very important to even poor children. People of South Sudan constitute empowerment and it is one of the tools that will empower the Country in different aspects of the war against poverty (refer) to education and training policy of 1995.



5 :-    PRIORITY NEED:-



The priority need of this project proposal is to have an education institution which will join hand with the Ministry of education's efforts of having a nation with a high level of education at all Levels. A nation which produces the quality and quantity of educated people sufficiently equipped with the requisite knowledge to solve the society's problem in order to meet the challenges of development and attain competitive at regional and global at large at affordable costs.



6:-  PROJECT OBJECTIVE AND GOALS:-


This project proposal has two main objective as mentioned hereunder:-

A:-  To respond to the needs of a rapidly growing business and Education sector in Rumbek by producing quality and quantity of educated people, sufficiently equipped with the requisite knowledge for solve society's problem in order to meet the challenges of development and attain competitive at regional and global at large at affordable costs.


B:- The principle's objective of our vision is to transform our students into global citizens, enabling them to participate effectively in a free society that promotes understanding, tolerance and friendship among citizens whatever their ethnics, religious or gender differences may be.


The following objectives will be implemented after getting approval from a non-profit organization or NGO.


The School will provide subsidized health meals daily to children attending this center School.

This center will continue to raise funds for running the operation of the school by requesting sponsorship for educating the children attending this center.


Two storied school building will facilitate labs and classes, highly educated teacher, who will or imparted primary knowledge to the children, will also be appointed.

Along with it, the school will also request an affiliation from any recognized board of education. 

Stationeries things like pencils , pens, erasers, netbooks and etc.

Would be available from school stationery shop at free of cost.



(A):-  MISSION:-


The mission of the Queen View High School is to offer quality and affordable education to the youth of South Sudan and other nationalities living in Rumbek metropolitan area.



(B)-:  VISION:-


The vision of the Queen View High School is to create an enduring institution that can provide quality education to everyone.



7:- TARGET GROUP:-


The children who currently attend normal kindergarten, primary school, and Secondary School, as well as the children living in Rumbek, community who need to improve their educated level.

The teachers will instruct the children according to the syllabus provided by the Ministry of education and vocation training.


The supporting administrative and ancillary staff that will facilitate the operation of the school. Parents and guardians in the Rumbek community who are interested in giving their children the opportunity of education at this education center.



8:- PROJECT RESULTS:-



The project is planned to be constructed at a minimum row cost so as to enable South Sudan community to afford to pay the require fees.

Construction will be conducted in three phase as follows:-



Phase one will start in year one, focusing on the construction of a per-primary school and other necessary planned building.


Phase two will follow year two aiming for the construction of primary school class rooms with other necessary planned building and phase three will start year four for construction of secondary School classrooms.



9:- KEY PROJECT ACTIVITIES:-



Key project activities of the center will include field activities building design and construction supervision.


All of which will be undertaken by the South Sudan  Agriculture Bank as a consultant to ensure that costs are not escalated.


Some other activities will include, title deed follow-up, topographical survey, master plan preparation. It will also involve a location position of buildings.

Street, green areas, open space, and playground.


Location positioning of storm water, foul water sewage system in relation to a septic tank and sock pits.

Setting out dimensions will involve building lines, setbacks and details dimensions between one building and the other.



10:-  ARCHITECTURE DESIGNS AND PRELIMINARY STAGES:-



Stage one: The drawing at this stage will have no details dimensions, they will just show schedules of accommodation for ease of getting roughly estimated figures of the costs of the project.



11:-  WORKING DRAWING:-



Stage Two: These are detailed desgin for construction purposes and preparation of bills of quantities.




12:-  ENGINEERING DESIGN:-



These are of two types: 

(1) structural engineer's design.

These are applicable for the stored building and are used for soil investigation and foundation engineering.



13:-  ELECTRICAL ENGINEERING DRAWING:-

These show the layout of electrical fitting and appliances, especially for laboratories and computers.




14:-  BILLS OF QUANTITIES:-


This showing detailed breakdown of materials required for very building and these may be used as tender documents in Case of a building contract.



15:-  LAND ESCAPING ARCHITECTURE AND ENVIRONMENTAL CONTROL:-


This will ensure beautiful and attractive surroundings through the planting of flowers gardens and shade trees.




16:-  PROJECT FEASIBILITY STUDY:-



This will cover all aspects of the project, describing in details all activities and finances involved.




17:-   PROJECT BUILDINGS:-



In our project this will be our projection of source of income and our plan is that how are we going to spend these limited resources as expenses over a specified period of time.




18:-    PROJECT DURATION:-



The project proposal duration will be for five to six years which will proceed with final evaluations that will be conducted at the end of six years. This evaluation intends to make an extensive review of the whole project to see its sustainability for its long run.




19:-   PROJECT RATIONAL AND BACKGROUNDS:-



INVOLVEMENT AND EXPERIENCE:


The project will involve different construction aiming to assist its implementation.

These will include:-


South Sudan Building Agency for examining the Architectural design part of the whole project.


South Sudan Ministry of education for monitoring the whole project and issue license.



20:-   POLICIES OR DEVELOPMENT STRATEGY:-


This school center is aiming to be the leading center academically, socially, environmental in the country. For this center to meet these goals some policies and strategies have been put in place.



Some of them include:-


To recruit skilled and experienced teaching staff and non-teaching staff to have in a job training plan for all workers, to motivate all worker whos performance in every specialty will be excellent and to continues revising different policies wherever possible for the purpose of improvement, etc.




21:-   PROJECT APPROACH:-



(1) Goals: The project goal is mainly for the construction of buildings for the pre-primary School and Secondary School for the purpose of providing education. 

The building will cater for learning and boarding requirement of all pupils, Students, plus the accommodation of the teacher other school staff.

The students and pupils physical fitness requirements will be met by having a sports area in the school and ground.




22:-   LABORATORIES REQUIREMENT COSTS:-



Every Secondary School worth the name must have facilities for laboratory requirement are a necessity.



Queen View High Education center will have Biology laboratory, physic laboratory and chemistry laboratory which will be equipped appropriately.




23:-  PURCHASE OF SCHOOL VAN 31/4 TONS:-



A van will have to be bought for the school so as to cater for all transportation requirements of the school. Other costs are for the purchase of types of furniture and equipment.



24:-   PROJECT PERSONEL:-



IN every project, human resource is important to ensure that tasks are performed as planned.

This will include, project manager and project team.


(1) Individual roles:-


In our project, every project team member will have a certain role assigned to perform at a specified period of time so as to accomplish our goal.





25:-   COMMUNICATION MECHANISMS:-




In our project, these mechanism will help create a document showing the needs to be kept informed about the project and how they will receive the information. The most common mechanism is a weekly or monthly progress report, describing how the project is performing, milestones achieved and work planned for the next period.





26:-  PROJECT TIMING AND SCHEDULING:-



In carrying our project tasks resources have been allocated to meet activities scheduled so as to meet the allocated time. This will help us to determine schedule dates on which activities should be performed.

This will goes hand by hand with resources scheduling. This will involve much consideration such as logistics and customer needs.





27:-   PROJECT FINANCIAL REPORT:-




Balance sheet: A balanc sheet as a statement of financial position that show the claims on those assets.




28:-   INCOME STATEMENT:-  is a statement that measures and reports the profit or loss the business has generated during a period.

It is dervived by deducting from total revenue for a period, the total expenses associated with that revenue.





29:-   Cash follow statement:-  is a document which models the flow of money In and out of the project reported on a monthly basis.





30:-   PROJECT MONITORING AND EVALUATION:-



Monitoring is referred to as checking how much has been done and what needs to be done for the accomplishment of the project tasks.




EVALUATION:-



Project evaluation as systematic: 

Investigative information that will help to determine whether the project is proceeding as planned and is meeting the stated program goals and project objectives according to the proposed timeline.





31:-   PROJECT RISK ANALYSIS:-




The rationale of project risk analysis, Risk is defined as an uncertain event which should it occur will have an effect on the project meeting its objectives.





32:-    TYPICAL SOURCE OF PROJECT RISKS:-




In most likely any project may be faced by some of these risks: legal (patents and Lawsuit), changes in technology (Does your software project need to support windows Vista?), Natural hazards and conditions (Have you seen the lasts volcano news?), Environmental (Does a protected or rare species lie in your free way path?)




33:-. COUNTERMEASURES FOR PROJECT RISKS;-




In our project, we have looked at this part critically from the planning stages. Under this part we carried out the quantitative analysis by involving different experts brainstorming with them and consulting other skilled people, to ensure that we received a history of our project were necessary to make the people judgements. As a result, we listed some risk prioritized by probability and impact for us to avoid, ignore, or accommodate different impacts likely to happen.






34:-  PROJECT MANAGEMENT:-




The project will be managed by the school's board of governors- The school's tendering committee, which will be constituted in line with the latest government policy of managing public funds, will be charged with the responsibility of coordinating the purchases of requirements and hiring of any technical assistance.






35:-  MAINTENANCE PLAN;-




The board of governors and the parents and teachers association will ensure that the new building is well maintained by setting aside funds from the school fees dedicated to maintaining the dormitories through the repairs and maintenance vote.






36:-   SECURITY PLAN:-




Queen View High School will have reliable security personnel who will limit the access to the dormitories authorized person only.

The dormitories will be large enough to accommodate readings space for every student, this enabling them private time for own study and meditation.

This school will fit the building with necessary equipment like fire extinguisher and train both girls and boys on what to do in case of an emergency.

The most important thing that parents will dream, and especially mothers- is ensuring that their daughters will have access to basic education, they will be able to make decisions about their future, on how they will protect themselves from trafficking, sexually exploitation, HIV, and AIDS among others.

By improving access to Educational opportunities, Queen View High School will help girls and boys to develop a skill that will allow them to make decisions and influence community changes in key areas.






37:-  EXTRACURRICULAR ACTIVITIES:-




Extracurricular activities will also form part of the school's program, this will include, such as music soccer, volleyball, science Congress among others.

Girls and boys will learn the importance of physical fitness through games such as School-wide cross country runs, as well as the value of sportsmanship in both individual and team sport.





38:-  RECOGNITION SYSTEM OF TOP PERFORMING STUDENT:-






Queen View High School will provide the syllabus under the aegis of the South Sudan National Curriculum.

THE SUBJECTS THAT WILL BE OFFER ARE:-




English, Mathematics, Biology, Chemistry, Physic, Agriculture, History, 

Geography, Computer studies, Account, Home science, Christian religious education, Islamic studies and Commence.


The students in form one and form Two will do a total of 14 subjects. At the end of form Two, the students will make subject selection adhering to the guidelines given by the career department.



Any Student who will perform very well in class will be acknowledge during the final assembly of each term, where they will be presented with a simple gift item. However, the overall top Student together with the most improved per subject in South Sudan Examinations, will be rewarded during the parent's year. Queen View High School is seeking funding of Eight hundred thousand of US dollar (800,000) to fund the construction of the whole school Building with three storied dormitories, which will house 580 Students.

The dormitories will accommodate 450 double-decker beds and space for reading and closets.

This will enable the school to ease congestion and admit more Students as has been suggested by the board of governors.

The school will also organized a special reception to thank the donors, where donors have joined hand together to build the school. One representative may be nominated as the correspondent.





39:-   TIME REQUIRED FOR ACCOMPLISMENT OF HE PROJECT:-

Queen View High School center will continue to demonstrate its commitment to the development of Rumbek Region by submitting this six years project proposal document for approval and in so doing it continue to fulfill one of the objective of the Ministry of education and Vocation training of participating in the development of the Rumbek Region and all the rest of the Regions . The Queen View education center aims to make many children in Rumbek community for the coming six years feel happy by providing a high standard of education in particular for pre- primary school and Secondary School.
